Can Philadelphia school end black vs. Asian violence?
PHILADELPHIA — Duong Nghe Ly can’t wait to begin his senior year at South Philadelphia High School. A day of violence there last year changed his life, and he wants to learn if his school has been transformed as well. Last Dec. 3, after years of attacks on Asian immigrant students, something finally snapped. Fueled by rumors, a group of students roamed the halls searching for Asian victims until one was attacked in a classroom. Later, about 70 students stormed the cafeteria, where several Asians were beaten. About 35 students pushed past a police officer onto the so-called “Asian floor,” but were turned back. After school, Asians being escorted home were attacked anyway by a mob of youths. Almost all the attackers were black — but few observers believe the violence was due to racial hatred. Instead, they cite isolation of different groups within the school, certain students’ warped “gangster” values, and for some, simmering resentments over perceived benefits for Asian students. About 30 Asians were injured that day; seven went to hospitals. Past attacks had been reported to administrators and police, but students say nothing seemed to change. Ly (pronounced LEE) was in the lunchroom for what he calls “the riot.” Days later, he was followed home from school and punched in the face on his front stoop. He had arrived from Vietnam two years earlier, speaking nearly no English, the son of poor, uneducated parents. He thought America would be like the Hannah Montana TV episodes he had watched in Vietnam. What he found was closer to The Wire . So he kept his head down, sought silent refuge among his countrymen and tried to make his way through the broken system. Dec. 3 was a turning point. He realized the system must change — and that he and his fellow immigrants were the ones to make that happen. Their method? Guided by local activists, and despite reservations from some parents, about 50 Asian students boycotted school for a week. “Before, I was timid. I didn’t really want to get myself into trouble,” says Ly, 18. Then he realized, “If everybody’s silent, nobody speaks up, the problem keeps going on without being resolved. I feel like I or my friends have to speak up and organize to tell people this is not right. “We had to fight for it.” ‘Just suffer it’ Duong Ly’s parents, ethnic Chinese who grew up in Vietnam, worked 27 years to grasp the bottom rung of the ladder to American success. His mother, Phung Mac, attended school through the second grade, when her family ran out of money to pay for more. His father, Tu Ly, made it through the sixth grade. In 1981, they submitted their first paperwork to immigrate to the United States. “You had to have a certain background to go to school, be in the Communist Party,” Tu Ly says in Cantonese as his son translates. “Your grandparents had to be a party member for you to get into good schools. Otherwise it cost a lot of money to get an education.” Ly’s parents lived in Ho Chi Minh City, eking out a living selling “pho” noodle soup, rising at 5 a.m. and working in their shop until 9 or 10 at night. All extra money went toward school for Duong (pronounced YUHNG) and his older brother, and fees for immigration paperwork. At times they could not pay their rent and were forced to move, but they always made sure their boys stayed in school. Ly’s mother developed painful hip problems. Her younger brother, who had already moved to America, sent money to pay for an operation. It was unsuccessful — the doctor said it was “an experiment. If you want a better … operation, you need to pay more money,” she says in Cantonese. In 2008, after spending about $20,000 on immigration fees, the family was approved and came to Philadelphia. “We finally achieved our wish: freedom,” Tu Ly says. “We finally had a chance for a better education.” South Philadelphia High looms over an entire city block in a poor section of South Philadelphia long populated by descendants of voyagers from Italy, other European nations and the black American South. Asians and Latinos are now coming in greater numbers. Today, the school is about 70% black and 18% Asian. During Duong Ly’s first year, there were 45 reports of “dangerous incidents” such as weapons possession or assaults at the school of about 1,000 students, enough to earn a “persistently dangerous” label from the state. There also were 326 reports of lesser crimes such as fighting, threats or robberies. The graduation rate was 48%. Only 16% of students were proficient or better in reading and 8% in math, according to state test results. Within weeks of starting school, Ly was robbed in the bathroom. His older brother was punched in the face. “Our friends told us, ‘Just suffer it,’” Ly says. They didn’t report either incident. ‘Discrimination happens’ Duong Ly speaks dispassionately, expressing no racial animosity, when asked to explain how fellow students could commit such vicious attacks. “Because they live in a violent environment,” he suggests. “Maybe their parents have problems and troubles, so they want to express their anger by violence.” His father also declines to condemn the attackers. “In Vietnam,” he says, “the original Vietnamese people don’t like us because we are a different ethnicity. People from the countryside who move to the city get discrimination from city people. It’s the same here. They don’t have an understanding about who we are. Discrimination happens in every society.” About a dozen black students were suspended or expelled after Dec. 3. Their names have been kept secret, and they have not commented publicly. Some other black students show little sympathy for them. “They’re just hating on other races. They don’t have anything better to do with their lives,” says Tyreke Williams, who graduated last June. Wali Smith makes no excuses for the attacks, but understands where they come from. A community specialist who holds workshops on anger management and conflict resolution in various schools, he witnessed the Dec. 3 violence. The South Philly native says blacks have always felt marginalized in the neighborhood dominated by Italians and Irish. Now, some students feel an almost unconscious resentment when they see their Asian counterparts studying on their special second-floor sanctuary, which was established to provide language programs and provide a more welcoming environment. “Those (black) kids feel the majority of the staff there does not care about their education,” Smith says. “They see these Asian kids come in and be nurtured, and they want that same kind of comfort.” Then there is a small group of troublemakers with a value system that says, “it’s cool to be gangster,” Smith says. “But really you’re afraid, a scared coward. So you take advantage of weak people.” “It’s not based on race, it’s based on opportunity,” Smith said of the history of violence against Asians. “If they go to the bathroom and take your money, and you don’t report it, they’ll just keep riding it until the wheels fall off.” School, community and beyond The Asian students and activists reserve almost all of their criticism for administrators and the school district, which they say consistently failed to protect students. A school district spokesman did not return a call for comment. Administrators have insisted that they responded to Asian students’ complaints and tried their best to combat violence that has become part of the culture for some Philadelphia youths. “These problems are long-standing and go beyond the school and into the community,” district superintendent Arlene Ackerman said a week after the attacks. A report by a retired judge, which was commissioned by the district, said there were confrontations between a small group of black and Asian students on Dec. 2 that led to the widespread Dec. 3 attacks on random Asians. The report was criticized by Asians who say it failed to account for years of documented violence and that investigators did not interview many student victims and witnesses. Yet Duong Ly is still enthusiastic about his school. He says the English as a Second Language program is good, the teachers care, there are plenty of computers with Internet access — and it’s all free. “If I study hard I will get a lot of opportunities, scholarships, grants…,” he says. “It’s rewarding to work hard and study hard here, more than in Vietnam. I can go to a better school, go to college, get a career, then I can take care of my parents. So I like it more here.” He also likes his new home, a narrow, two-story row house bought from his uncle. They are the only Asians on the block. The front door opens into the living room, where the family’s bicycles (they have no car) share space with an old, fat television, couches and a folding table for meals. On the far wall is a handsome curio cabinet of polished wood, ornately carved, holding photographs of ancestors. Tu Ly works as a cook in an Asian supermarket. His wife is unemployed. The family has permanent resident status and expects to become naturalized citizens within a few years. Recently, Medicaid paid for a hip replacement for Duong’s mother. “We owe this country a lot,” Tu Ly says. “The government paid a lot of money for my wife’s operation. We will work our best to contribute to society. My children can choose whatever job they like, as long as they do something to contribute to this country.” New initiatives The boycott was not an easy step to take. Some students were afraid of being expelled. Many parents were against it, fearing their children would become even more conspicuous targets. Some said local activists were making the situation worse. Once it started, though, attitudes changed. “After the boycott, I felt much more confident and powerful because our voices were heard by the people,” Duong Ly says. The district installed 126 security cameras. A “50-50 club” took Asian and black students on group outings. More bilingual staffers and diversity training were added. Principal LaGreta Brown was forced out on the eve of a faculty no-confidence vote after a local newspaper discovered her certification had lapsed. All eyes are on the incoming principal. Otis Hackney III is 37, a black Philadelphia native, fresh from two years as principal of a mostly white suburban high school. He got the call from Philly one night when he was standing on the sidelines of his school stadium, watching a lacrosse game under the lights. “My first thought was, you’ve got to be kidding me,” Hackney says during an interview in his new office, the cinderblock walls bare except for a picture of the singing legend Marian Anderson , class of 1921. Soon, though, Hackney accepted the challenge. His immediate agenda includes building a relationship with the Asian community and creating a group of school stakeholders who meet regularly to set goals. Hackney says all students should feel comfortable approaching him: “I want to listen more than I speak. Students are often much more honest than adults.” He bought a new conference table and spiffed up a room for community meetings: “The message is, this is an important place where we talk about important things.” He’s getting Asians out of their special floor and into the rest of the building. He’s looking at United Nations-style translation headphones for immigrant parents. He is the fifth principal in six years, and he wants to stick around. There is much to heal. The Vietnamese embassy has complained to the U.S. State Department. The Asian American Legal Defense and Education Fund filed a complaint with the Justice Department, which on August 27 found merit in the claims and advised the district to settle the matter. An investigation by the state Human Rights Commission is pending. The dynamic that exploded on Dec. 3 has not disappeared. “If you’re that angry and frustrated about something that your behavior manifests itself that way, what are we not addressing as a school, as a community?” asks Hackney. “As African-Americans, we can’t forget our own struggle to the point that we become what we fought so hard against.” “That’s one side. The other side is, when you have an immigrant population that comes in, what are the skill sets they need to function in this society? It can be very difficult for that child and that family to function in schools. So how do you put all that together? That’s my job. “Part of it is getting people to see the human side in every person, identifying with their struggle. Once people begin to do that, you realize folks aren’t as privileged as you think they are. They don’t speak the language. They don’t have that many advantages over you. You’re just not taking advantage of the ones you have.” Hope ahead? Duong Ly had a busy summer: An internship at the University of Pennsylvania on Asian health issues; a psychology class at a community college; trips to conferences in Houston and Boston to discuss his new activism; being photographed for a Philadelphia magazine story that labeled the boycotters “heroes.” In between, he spent a little time working on his college essays and a lot of time on Facebook . On Wednesday, he will walk through the battered metal doors of South Philadelphia High to start his senior year at what he hopes is a changed school. “I’m really looking forward to it,” he says. Schools ban bracelets promoting cancer awareness
SIOUX FALLS, S.D. — Cancer has ravaged several of Ann Aberson’s relatives, so she doesn’t have a problem with her two teenage daughters wearing bracelets to raise awareness of breast cancer. But their school principal does. This week, Baltic High School, just north of here, became one of the latest across the USA to ban the rubber bracelets that has a message some say is in poor taste: “I love boobies.” The bracelets have caused controversy in schools in states including California, Colorado, Idaho, Florida and Wisconsin. Some districts allow students to wear them inside-out, and others ban them. “When we had an assembly the first day of school, I basically told the students we are not insensitive to the cause,” Baltic High Principal Jim Aisenbrey says. “I think everybody in the gym, including myself, has had a family member or relative or friend who has dealt with the issue. I do think there are more proper ways to bring this plight to the attention of people, and I don’t think this is a proper way.” “I guess I never thought of them as offensive,” Aberson says. Her grandmother and five of her grandmother’s sisters battled breast cancer. The bracelets, which sell for about $4 in stores, were created by Keep A Breast Foundation, a Carlsbad, Calif., non-profit group that seeks to increase breast cancer awareness among young people. Proceeds from sales support the foundation’s programs, founder Shaney Jo Darden says. She says the bracelets are meant to spark discussions. “That’s the whole idea, it’s getting people to talk about breast cancer, it’s getting people to share their feelings about how this disease has impacted their life,” she says. “The bracelet is doing what it’s meant to do — it’s making people talk.” “Schools banning it? That’s crazy,” says Julie Hubbell of Lewisville, Texas. Hubbell helped organize an auction and barbeque named “Boobie Q” to raise money for the Susan G. Komen Foundation, which fights breast cancer. In the Fresno, Calif., area, students in the Clovis Unified School District were told not to wear the bracelets in class — or to turn them inside out so the message is not visible, spokeswoman Kelly Avants says. The district’s dress code outlaws jewelry with sexually suggestive language or images, she says. Continue reading

Class sizes are getting bigger, but does it really matter?
Two years of cuts in state support saddled the Natomas Unified School District in Sacramento this spring with what school board president B. Teri Burns calls “horribly painful” choices: fewer teachers and larger classes, or keeping teachers but cutting athletics, counseling and after-school programs. Like many districts across the nation, Natomas chose to lay off teachers. So for every three classes of 20 students each that the schools had last year, this year they’ll put 30 students in two classes. The teaching staff in this 10,000-student district will be cut by 100 to 340 next fall. No one’s happy, Burns says: “We have to make choices, and none of them are good.” Conventional wisdom says the smaller the classes, the better the education, because teachers can pay more attention to each child. But while smaller classes are popular, decades of research has found that the relationship between class size and student outcomes is murky. LAYOFFS: Federal funding won’t save many teacher jobs “The research doesn’t show that you get significantly different student outcomes when you go from a class of 25 to a class of 30,” Burns says. With state and local budgets still in flux, it’s hard to know exactly how many teachers will lose jobs this year. But even with $10 billion in additional federal money, part of the $26 billion bill President Obama signed recently, the struggling economy is expected to reverse a decades-long trend toward smaller classes. Education statistics show that school personnel were hired at twice the rate that student enrollment grew from 1999 to 2007. An experiment drives change In the early 1990s, when many states were flush with cash, policymakers championed the findings of a 1985 experiment in Tennessee. The Student/Teacher Achievement Ratio (STAR) project compared academic achievement in small classes of 13 to 17 low-income students with that of students in classes that had 22 to 25 students. The experiment found modest but lasting gains for impoverished African-American students in the much smaller classes in kindergarten and first grade. States extrapolated from those findings to justify spending billions to make relatively modest cuts in class size in all schools, not just in those serving the poor. About three dozen states now fund either voluntary or required class-size reduction programs. In 1996, California launched the first and largest such effort, eventually providing incentives for school districts to lower class size to 20 in kindergarten through third grade at a cost of $20 billion. In 2002, Florida voters approved an amendment to the state constitution that reduced class size over time in all grades. The state estimates that it will cost an additional $353 million this year, on top of the $16 billion the state has spent so far, to meet the requirements. In November, Florida voters will be asked to loosen those requirements to avoid massive spending cuts. A study released in May by the John F. Kennedy School of Government at Harvard University found that the Florida program had no effect on student achievement. Research on California’s program also showed no gains in achievement attributable to smaller classes. Michael Kirst, an emeritus professor at Stanford University , says excitement over the program resulted in school districts hiring “all sorts of teachers just off the street” who lacked any formal training. Space shortages forced schools to hold the newly created classes in hallways and closets and on auditorium stages. Nonetheless, Kirst says, the program was popular. “One lesson from California is that with parents, smaller class size is overwhelmingly favorable, and they don’t give a fig about the research that says this is not going to help their kids,” he says. “They intuitively believe that small class sizes will allow more individual attention.” Slippery slope? Dan Goldhaber of the Center on Reinventing Public Education at the University of Washington-Bothell says that “the effects of class-size reduction are pretty marginal,” except in the early grades for disadvantaged students. With rampant teacher layoffs, Goldhaber says, “it probably makes sense … to focus not so much on class sizes but on making sure that the teachers you are keeping are really effective.” But Kirst says school districts are facing “a very dangerous period. We are increasing class size to extremely high levels. “I don’t worry about going from 20 to 25 students that much, or 15 to 20,” he says. “But when you go from 20 to 35 in a year or two, I don’t think we don’t know the effects of that.” Contributing: Susan Sawyers of Hechinger Continue reading

For months, pink-slipped teachers across the USA have waited for long-sought federal funding to save their jobs. And Congress finally appropriated $10 billion this month to bring back thousands of teachers, nurses, bus drivers and others. But as the school year begins, many educators are still waiting for the phone to ring. “As far as I know, I’m not going to get my job back,” says Kirsten Jensen, 31, a sixth-grade teacher in Hillsborough, N.J. She was laid off last spring, one of about 3,900 pink-slipped New Jersey educators. “I haven’t heard anything,” she says, “but I’m not very hopeful at this point.” Many school districts might not get the money in time to bring back teachers. Others, fearing even worse economic times over the next two years, are simply planning to put a large share of their money in the bank to ward off further cuts next spring. “It looks to me like we’re not going to get any of this new money for the 2010-2011 school year,” says Joe Gertsema, the Yankton, S.D., schools superintendent, who’s trying to patch a $1.5 million deficit. He tapped cash reserves to keep teachers on the job this fall but says his tiny district “will have to make some tough decisions” if the money doesn’t come through next year. The cash is “a welcome relief at a time when state budgets are being cut,” says Gene Wilhoit of the Council of Chief State School Officers , which represents state superintendents. But he and others say the timing of the aid — states face a Sept. 9 deadline to apply for their share — makes it unclear whether they’ll get money in time to save many jobs this fall. And rehiring thousands of teachers may, in fact, produce its own set of problems, says Jack Jennings of the Center on Education Policy. “It’s a real dilemma, because if you bring somebody back, you may have to lay them off again next year.” But National Education Association president Dennis Van Roekel says Congress wanted districts to use the money to save jobs now, “not as a savings account for next year.” Districts have spent the past few years trimming payrolls, trying to limit the number of classroom teachers they let go. In Cupertino, Calif., superintendent Phil Quon says a week-long furlough and “massive” local fundraising staved off layoffs, saving 107 teaching jobs. So any cash he sees from Congress will keep people on the payroll next fall. “There are no more ‘edges’ to our budget,” he says. Jensen, the New Jersey sixth-grade teacher, worked nine years before getting pink-slipped in May. “It was pretty devastating,” she says. “I never in a million years expected it to happen.” She has been watching job postings but can’t imagine doing anything but teaching. “I have no idea what else I would do. 9 states, D.C. receive ‘Race to the Top’ education funds
ATLANTA (AP) — The U.S. Education Department said Tuesday that nine states and the District of Columbia will get money to reform schools in the second round of the $4.35 billion “Race to the Top” grant competition. Florida, Georgia , Hawaii , Massachusetts , Maryland , New York , North Carolina , Ohio , Rhode Island and Washington, D.C ., will receive grants, department spokesman Justin Hamilton said. The amounts for each state were expected to be announced later. The aim of the historic program is to reward ambitious changes to improve schools and close the achievement gap. The competition instigated a wave of reforms across the country, as states passed new teacher accountability policies and lifted caps on charter schools to boost their chances of winning. Tennessee and Delaware were named winners in the first round of the competition in March, sharing $600 million. The applicants named winners Tuesday will share a remaining $3.4 billion. Another $350 million is coming in a separate competition for states creating new academic assessments. The historic program, part of President Obama’s economic stimulus plan, rewards states for embarking on ambitious reforms to improve struggling schools, close the achievement gap and boost graduation rates. “New York’s schools have made strong strides toward excellence and this grant will accelerate that progress,” said U.S. Sen. Charles Schumer , D-N.Y., who met with Education Secretary Arne Duncan on New York’s proposal. “This is great news for parents, teachers, and taxpayers across the state.” Thirty-five states and the District of Columbia applied for the second round of the competition. The Education Department named 19 applicants finalists in July. More than a dozen states vying for the money changed laws to foster the growth of charter schools, and at least 17 reformed teacher evaluation systems to include student achievement. Dozens also adopted Common Core State Standards, the uniform math and reading benchmarks developed by the Council of Chief State School Officers and the National Governors Association. “The change unleashed by conditioning federal funding on bold and forward-looking state education policies is indisputable,” the Democrats for Education Reform said in a statement. “Under the president’s leadership, local civil rights, child advocacy, business and education reform groups, in collaboration with those state and local teacher unions ready for change, sprung into action to achieve things that they had been waiting and wanting to do for years.” In a speech announcing the finalists last month, Duncan called the change a “quiet revolution.” Between both rounds of the competition, a total of 46 states and the District of Columbia applied. While the program has been praised for instigating swift reforms, the competition for many states was an uphill battle, with teacher unions hesitant to sign on to reforms directly tying teacher evaluations to student performance on standardized tests, and education leaders concerned winning meant giving up too much local control. A number of states that did not win the competition said they still planned to proceed with the reforms they had proposed, though they acknowledged change would take place at a slower pace. L.A. unveils $578M school, costliest in USA
LOS ANGELES (AP) — Next month’s opening of the Robert F. Kennedy Community Schools will be auspicious for a reason other than its both storied and infamous history as the former Ambassador Hotel, where the Democratic presidential contender was assassinated in 1968. With an eye-popping price tag of $578 million, it will mark the inauguration of the nation’s most expensive public school ever. The K-12 complex to house 4,200 students has raised eyebrows across the country as the creme de la creme of ” Taj Mahal ” schools, $100 million-plus campuses boasting both architectural panache and deluxe amenities. “There’s no more of the old, windowless cinderblock schools of the ’70s where kids felt, ‘Oh, back to jail,’” said Joe Agron, editor-in-chief of American School & University , a school construction journal. “Districts want a showpiece for the community, a really impressive environment for learning.” Not everyone is similarly enthusiastic. “New buildings are nice, but when they’re run by the same people who’ve given us a 50% dropout rate, they’re a big waste of taxpayer money,” said Ben Austin, executive director of Parent Revolution who sits on the California Board of Education. “Parents aren’t fooled.” At RFK, the features include fine art murals and a marble memorial depicting the complex’s namesake, a manicured public park, a state-of-the-art swimming pool and preservation of pieces of the original hotel. Partly by circumstance and partly by design, the Los Angeles Unified School District has emerged as the mogul of Taj Mahals. The RFK complex follows on the heels of two other L.A. schools among the nation’s costliest — the $377 million Edward R. Roybal Learning Center, which opened in 2008, and the $232 million Visual and Performing Arts High School that debuted in 2009. The pricey schools have come during a sensitive period for the nation’s second-largest school system: Nearly 3,000 teachers have been laid off over the past two years, the academic year and programs have been slashed. The district also faces a $640 million shortfall and some schools persistently rank among the nation’s lowest performing. Los Angeles is not alone, however, in building big. Some of the most expensive schools are found in low-performing districts — New York City has a $235 million campus; New Brunswick, N.J., opened a $185 million high school in January. Nationwide, dozens of schools have surpassed $100 million with amenities including atriums, orchestra-pit auditoriums, food courts, even bamboo nooks. The extravagance has led some to wonder where the line should be drawn and whether more money should be spent on teachers. “Architects and builders love this stuff, but there’s a little bit of a lack of discipline here,” said Mary Filardo, executive director of 21st Century School Fund in Washington, D.C., which promotes urban school construction. Some experts say it’s not all flourish and that children learn better in more pleasant surroundings. Many schools incorporate large windows to let in natural light and install energy-saving equipment, spending more upfront for reduced bills later. Cafeterias are getting fancier, seeking to retain students who venture off campus. Wireless Internet and other high-tech installations have become standard. Some pricey projects have had political fallout. After a firestorm over the $197.5 million Newton North High School in Massachusetts , Mayor David Cohen chose not to seek re-election and state Treasurer Timothy Cahill reined in school construction spending. Now to get state funds for a new school, districts must choose among three designs costing $49 million to $64 million. “We had to bring some sense to this process,” Cahill said. In Los Angeles, officials say the new schools were planned long before the economic pinch and are funded by $20 billion in voter-approved bonds that do not affect the educational budget. Still, even LA Unified Superintendent Ramon Cortines derided some of the extravagance, noting that donations should have been sought to fund the RFK project’s talking benches commemorating the site’s history. Connie Rice , member of the district’s School Bond Oversight Committee, noted the megaschools are only three of 131 that the district is building to alleviate overcrowding. RFK “is an amazing facility,” she said. “Is it a lot of money? Yes. We didn’t like it, but they got it done.” Construction costs at LA Unified are the second-highest in the nation — something the district blames on skyrocketing material and land prices, rigorous seismic codes and unionized labor. James Sohn, the district’s chief facilities executive, said the megaschools were built when global raw material shortages caused costs to skyrocket to an average of $600 per square foot in 2006 and 2007 — triple the price from 2002. Costs have since eased to $350 per square foot. On top of that, each project had its own cost drivers. After buildings were demolished at the site of the 2,400-student Roybal school, contaminated soil, a methane gas field and an earthquake fault were discovered. A gas mitigation system cost $17 million. Over 20 years, the project grew to encompass a dance studio with cushioned maple floors, a modern kitchen with a restaurant-quality pizza oven, a 10-acre park and teacher planning rooms between classrooms. The 1,700-student arts school was designed as a landmark, with a stainless steel, postmodernistic tower encircled by a rollercoaster-like swirl, while the RFK site involved 15 years of litigation with historic preservationists and Donald Trump , who wanted to build the world’s tallest building there. The wrangling cost $9 million. Methane mitigation cost $33 million and the district paid another $15 million preserving historic features, including a wall of the famed Cocoanut Grove nightclub and turning the Paul Williams-designed coffee shop into a faculty lounge. Sohn said LA Unified has reached the end of its Taj Mahal building spree. “These are definitely the exceptions,” he said. “We don’t anticipate schools costing hundreds of millions of dollars in the future.” Copyright 2010 The Associated Press. RateMyProfessors.com, other sites let college students do the grading
Many students dread public speaking and say they only sign up because the class is required. But in Sam Blank’s classroom, they find it isn’t so terrifying. “I’m a pretty well-liked person, considering the fact I teach a course that creates fear in people,” jokes Blank, 62, a communications professor at the Borough of Manhattan Community College in New York . Blank is among millions of educators who are praised, glorified — and sometimes verbally torn to shreds — on websites where students go to rate their professors. Luckily, he got a stellar rating: the No. 1 community college professor on the website RateMyProfessors.com . RateMyProfessors.com, known as RMP, is the front-runner among such sites, with about 1.9 million unique visitors a month, says comScore, which tracks Web traffic. Owned by MTV ‘s college network, mtvU, RMP lists more than 1 million professors from 6,500 schools in the USA, Canada and England . Other smaller such sites include KnowYourProfessor.com and ProfessorPerformance.com . On RMP, professors are rated on a five-point scale, for overall quality, helpfulness, clarity — and how easy it is to get an A in their class. Students also give chili peppers to professors they consider “hot.” Despite some harsh comments warning others away from professors some raters didn’t like, the website is about “shining a spotlight” on the best professors, mtvU’s Carlo DiMarco says. “College students always sought the advice of their peers, friends and family members” about which classes to take, he adds; online, they can seek advice from thousands of voices. Rodney Kashem recently bought RMP’s rival, ProfessorPerformance.com, and has revamped the site. Kashem, 24, a grad student at Dartmouth College, says it’s the same as checking hotel ratings before spending money on vacation; students are “customers” who want to make sure their tuition is well spent. Blank says he didn’t know about his top rating on RMP, but when a reporter told him, he said it was “absolutely wonderful. … Perhaps it’s an affirmation of my ability to teach.” Juann Watson, a psychology and mental health professor at Kingsborough Community College in Brooklyn, N.Y., was rated the site’s “hottest” professor of the year. Watson, 44, says she’s honored to be recognized, but “a chili pepper means nothing at this stage in my life or in my accomplishments.” Ted Coladarci, director of institutional research at the University of Maine, has studied how closely RMP’s ratings align with the teacher evaluations students write at the end of courses, and he says there’s a strong correlation. His findings , with co-author Irv Kornfeld, were published in the journal Practical Assessment, Research & Evaluation. But he cautions that students motivated to go online to rate a professor do not necessarily share the same opinions as everyone who took the class. “An instructor’s RMP ratings tend to derive from an exceedingly small and arguably biased sample of all students the instructor has had,” he says. Coladarci adds that some instructors receive less-than-stellar RMP ratings but nevertheless enjoy high ratings on their school’s official student evaluations of teaching. These cases, he says, “serve as an important cautionary note for RMP users. Profs get smartphones, so students can call them
As a professor, how do you get dropout-prone college students to stay in school? Give them your cellphone number. How do you get professors to promptly field text messages, calls and e-mails from students? Buy them smartphones and pay for the service plan. That is the logic Georgia Gwinnett College employed when it decided to offer its more than 300 full- and part-time faculty members cellphones and encouraged them to respond to any calls or texts from students within 24 hours. ON THE WEB: The retention guru MORE FROM INSIDE HIGHER ED: Coppin plays catch-up on retention Under the program, professors are offered a state-of-the-art smartphone and a Sprint data plan that includes the most sophisticated wireless Internet coverage. It is part of a several-tier effort by Georgia Gwinnett — a public, four-year, noncompetitive-admissions college founded in 2005 — to defy the historically low retention rates typical of colleges that set such a modest bar for admission (Georgia Gwinnett admits any Georgia high school graduate). And so far, they say, it is working. The retention rate for returning sophomores at Georgia Gwinnett stands at 75%. That is about double the average rate for noncompetitive-admissions colleges in Georgia, according to Tom Mundie, dean of the school of science and technology at Georgia Gwinnett, and on par with many public institutions that have competitive admissions. In engagement surveys, Mundie says, students have reported “feeling that faculty care about and are accessible to them.” These plaudits and retention numbers are not driven solely by invitations to call or text professors and expect a reasonably swift response, Mundie says. Other aspects of the college’s retention effort probably contribute as well, including small class sizes and a mentoring program that arranges for professors to advise students on academic, career, and personal matters. But professors and administrators at the college seem to believe there is a substantial correlation between the cellphone program and the young institution’s impressive retention numbers — enough that the college, which has grown its student body and faculty by leaps and bounds since its founding five years ago, is preparing to spend $350,000 on faculty cellphones and data plans this year. That works out to about $1,000 per faculty member — a significant investment, and one Lonnie D. Harvel, Georgia Gwinnett’s vice president for instructional technology, is hesitant to divulge, given the eagerness of Georgia legislators to find anything to cut. Georgia Gwinnett sprung for some pretty sophisticated gadgets: for full-time professors, it offers Motorola Evo smartphones with Google ‘s Android operating system and 4G coverage. For part-time professors, it offers Sprint’s HTC Snap smartphone, which is lighter-weight but still retails for several hundred dollars. The college offers the professors regular upgrades. Professors can make the college-funded phone their only phone, and there is no ban on using it for nonwork purposes (Georgia Gwinnett’s deal with Sprint allows additional activity on the network without added costs). If the professors do not want the phones, the college offers to pay the bill on their existing cellphones as long as they put the contact number on their syllabuses. Harvel says that if state legislators try to frame publicly funded Georgia Gwinnett’s cellphone giveaway as wasteful, he’s “ready to fight that battle.” He says the college has observed a bump in faculty productivity as a result of the phones equivalent to “hundreds of thousands of dollars” in labor. For example, Georgia Gwinnett faculty are not required to hold office hours — the idea being that a big bulk of outside-of-class communication with students can be handled via the mobile devices, allowing faculty to deploy their energies on other things. Also, the desktop phone bills are down and inter-faculty communication is up, Harvel says. “A cost analysis demonstrates that the program saves more money than it costs,” Harvel says (though he adds that the benefits are “only valid if the institution is intent on expending resources on student engagement”). A burden on professors? So the cellphone program appears to be a boon for student engagement, but is it a threat to faculty sanity? Does giving students such access and pledging a prompt response invite a deluge of text messages — sometimes at odd hours, sometimes inane or easily answerable elsewhere — that might leave professors feeling held hostage by the technology? Apparently not, according to a handful of professors contacted at random by Inside Higher Ed. “I’ve never known a professor to keep business hours, anyway,” says Brigitte Clifton, an English professor. “{hellip}Yes, I’ve talked a student through a research assignment on my cell in the grocery store while contemplating a bag of beans, but several folks in the aisle around me were doing the same thing in their own lines of work.” Tee Barron, an associate professor of mathematics, says she sometimes gets texts from students asking questions that they could easily have answered by consulting a classmate or the syllabus, but that can be corrected with a benign rebuke. “I’ll sometimes text back, ‘Hahaha by the time it took to e-mail or text me you could have found this out yourself and now you’re going to have to anyway,’ ” Barron says. “I think after the first couple times the [students] who are high-maintenance and try that — they start getting it.” She said she is contacted “daily” by students via her phone, but has hardly been overwhelmed. The key is defining boundaries at the outset, they say. While professors say the college encourages a 24-hour response time, they say it is a guideline more than an enforced rule, and that they have the autonomy to lay out expectations — and limitations — to students on a class-by-class basis. The idea is not so much to turn professors into a 24/7 support service as much as to establish a connection with students that ventures, to a reasonable extent, into the world of real-time, person-to-person interchange. “Even those students with perhaps unreasonable expectations for communications will learn that the professor is not at their immediate disposal, but that we are readily available for questions outside of class,” says Clifton. “In my real-world experience, bosses have much more rigid expectations of access and response outside of office hours.” Engagement, after all, is a two-way street, says Mundie, the technology and sciences dean; faculty are expected to be responsive to the needs of students, just as students are expected to be responsive to the expectations of their professors. And if a student skips a few class sessions, he says, “They might even get a call on their cellphone.” Continue reading

Feds: No charges in Philadelphia school laptop-spying case
PHILADELPHIA (AP) — Federal prosecutors will not file charges against a school district or its employees over the use of software to remotely monitor students. U.S. Attorney Zane David Memeger says investigators have found no evidence of criminal intent by Lower Merion School District employees who activated tracking software that took thousands of webcam and screenshot images on school-provided laptops. A student and his family sued the district in February, claiming officials invaded his privacy by activating the software. That case continues. The district has acknowledged capturing 56,000 screen shots and webcam images so it could locate missing laptops.
