Alcohol fuels tensions between college students, police

WESTCHESTER, N.Y. — October has been a bad month for college towns. On Oct. 2, a raid by New Haven , Conn., police to break up a party by Yale University students led to claims of police brutality and excessive force. One week later, a party by Penn State University students turned violent when a fight between two women spilled out onto the streets of State College, leaving two students with stab wounds. Last week, Pace University football player Danroy “DJ” Henry was shot and killed by police outside a popular eatery frequented by students from the nearby Pace campus. What they have in common is alcohol — a common component in encounters between police and college students that can fuel tensions. “Obviously you’re going to have some standard issues,” said Eugene O’Donnell, professor of law and police science at John Jay College of Criminal Justice . “You’re going to have issues about later-night activity. You’re going to have alcohol-related issues.” The violence outside Finnegan’s Grill in Thornwood, N.Y., came after a celebration of the school’s homecoming game, attended by about 150 people including students and members of the football team. The crowd spilled into the parking lot after 1 a.m. after a fight inside the bar. On Friday, a law enforcement source told The (Westchester, N.Y.) Journal News that Henry had a blood-alcohol level of 0.13%, exceeding the legal limit of 0.08%. It was hardly the first run-in between police and Pace students. In November 2000, several students were among eight men who trashed a campus townhouse in retaliation for an earlier fight at a local bar. And on April 25, 2008, a 21-year-old student was charged with assaulting his ex-girlfriend in her dorm room during a drunken rampage. “Pace is like a little city unto itself, and they do require police resources,” said Mount Pleasant (N.Y.) Police Chief Louis Alagno. “We’re called there mostly for things such as motor vehicle accidents and aided cases, but we also respond for criminal incidents. There are burglaries, larcenies and the occasional sex crime or assault. It does require police resources.” You don’t have to tell police in New Rochelle, N.Y., a city with three colleges — College of New Rochelle, Iona College and Monroe College. “We’ll have pockets of disturbances,” said New Rochelle police Capt. Robert Gazzola, head of the department’s police services division. “I don’t think there’s any lasting animosity between the police department, the Iona College students, the Monroe College students. A lot of it is isolated incidents that perk up and we have to respond.” The city, plagued for years by rowdy behavior in local bars tackled the problem years ago by passing a stricter “cabaret law” that allowed police to go after and target troublesome bars. Police in Mount Pleasant and Pleasantville, where most Pace watering holes are located, have enforced underage drinking laws for years — a common tactic in college towns. But the bar at the center of a fatal shooting had no recent history of problems involving students, according to state and local law enforcement. Finnegan’s seemed an unlikely place for a violent encounter between police and celebrating college students last weekend. Pace students interviewed by The Journal News said they generally had not had negative encounters with local police. Some went so far as to say they were shocked to hear of the violence outside Finnegan’s last weekend. “I wouldn’t say they’re aggressive, they’re just doing their job,” said student John Tripodi. “I guess what they did (outside Finnegan’s) was a little excessive, but if I was him I don’t know what I would have done.” But Megan Murphy, a freshman accounting major at the Mount Pleasant college, called the police account of the shooting “ridiculous.” “It’s all too iffy right now. I’m not sure,” Murphy said. “I wasn’t there so I can’t say what exactly happened. (Henry) probably just panicked.”

Some snowed-in Ohio students to learn online

COLUMBUS, Ohio (AP) — When bad weather hits this winter, students in a rural western Ohio school district will hit their home computers as part of an experiment. With the Ohio Department of Education looking on, the Mississinawa Valley Schools in Darke County will try to replace days off for snow and other inclement weather with online learning. Department officials say the test could help the state determine the future of calamity days. School districts are allowed to declare only three this year, down from the previous five. Schools that go over must make up the days on scheduled days off or at the end of the school year. Mississinawa Superintendent Lisa Wendel told The Columbus Dispatch the experience in online education will help students in college, where those classes are more common. Alcohol and caffeine drinks: the next student health problem?

Three beers, a can of Red Bull and a large espresso: no big deal, many college students might say. Three beers, a can of Red Bull and a large espresso times three or four, and they still might tell you they’re not intoxicated. Therein lies the danger of caffeinated alcoholic beverages, whose popularity has grown in recent years among college-aged drinkers, drawing the attention of concerned health officials, politicians and college administrators. Experts say that even one is a recipe for disaster, and so do officials at Ramapo College : they banned alcoholic energy drinks on campus this month. Peter Mercer, president of the New Jersey college, said students referred to the above concoction when describing the effects of drinks such as Four Loko, which is particularly popular around the campus. Four Loko is one of a few flashy, canned drinks that take the mixing out of the equation, making it that much easier for students to get dangerously intoxicated, faster. Mercer said concerned students told him the inexpensive 23-ounce, 12% alcohol energy drinks were “all of a sudden very popular,” and Four Loko was involved in a couple of incidents of excessive drinking. Since the start of fall semester, 23 people have been hospitalized with alcohol intoxication. ON THE WEB: Why do students take so long to grow up? MORE FROM INSIDE HIGHER ED: Are prescription drugs “cheating”? Mercer called Four Loko a “cynical product” whose only purpose is to get the drinker intoxicated quickly. Others agree: Glen L. Sherman, co-chair of the Alcohol and Other Drug Knowledge Community for NASPA: Student Affairs Administrators in Higher Education, said the drinks are dangerous because of their apparent targeting of underage student consumers and their high alcohol content — drinking one can of Four Loko is the approximate equivalent of drinking four beers, according to an informational page NASPA recently posted on its website. “These beverages are of great concern to us,” Sherman wrote in an e-mail. “Each campus must decide what specific steps make sense to best educate students about and try to protect them from these risks, and to encourage students to make good decisions when they are confronted by them.” Ramapo’s ban is part of a “multi-pronged approach” addressing excessive alcohol consumption, Mercer said. Other measures the college has taken include increasing after-hours security measures in residence halls, tightening visitor policies and holding student focus groups. Those additional steps may be crucial for the ban to have even a shot at success. Kathleen E. Miller, a research scientist at the Research Institute on Addictions at the State University of New York at Buffalo, has studied college students’ use of energy drinks, both with and without alcohol. She said that if the college can’t ban drinks like Red Bull and vodka from local bars, it won’t be able to stop consumption of caffeinated alcoholic beverages. But the college can send a signal. “A college ban will make people take a second look and maybe they’ll be more aware of what they’re drinking,” Miller said. “It’s inherently potentially dangerous to mix caffeine and alcohol because you’re sending your body mixed signals.” The caffeine stimulates the system while the alcohol depresses it, making students feel less drunk than they actually are. Through her research, Miller found that students who consume energy drinks with or without alcohol are more likely to engage in risky behavior like drug use, smoking or binge drinking. That doesn’t necessarily mean the energy drinks cause the behavior, but there is a correlation. Energy drink consumption “isn’t necessarily a gateway behavior, but it is what you might call a red-flag behavior,” she said. In a June 2008 study published in the Journal of American College Health, Miller found that 26% of surveyed public university undergraduates reported consuming energy drinks mixed with alcohol in the past month, while about half said they’d done so more than once. Efforts at Ramapo have curbed and will continue to curb consumption of alcoholic energy drinks, Mercer said, but “it’s unrealistic to assume that it’ll be totally eliminated.” That’s not stopping him from trying, though: At the next meeting of the New Jersey Presidents’ Council, Mercer plans to make his case to other college and university presidents. “The risk for their students is just as high as the risk for mine,” he said. “I’ll tell them what I’ve done and hope that they may want to follow suit.” States such as New Jersey and New Mexico are considering banning the drinks entirely. The drinks are also on the federal government’s radar. Last November, the Food and Drug Administration threatened to ban the drinks if manufacturers could not prove they were safe for consumption. No regulations have been issued yet, but an FDA press officer, Michael L. Herndon, told Inside Higher Ed on Friday that the agency has received 19 responses from 27 manufacturers and distributors, and plans to evaluate those submissions and other scientific evidence “as soon as possible in order to determine whether caffeine can be safely and lawfully added to alcoholic beverages.” Herndon said the decision is a high priority but “could take some time.” But Mercer doesn’t need FDA regulations to deem the drinks unsafe, especially when it comes to students. “I don’t accept that it’s a rite of passage to collegiate life that people put themselves at risk,” he said. “I can’t accept that.”

Georgia school district wins $1 million Broad prize

ATLANTA (AP) — Georgia ‘s largest school system has won the nation’s top prize in public education, which will provide $1 million in college scholarships for needy students in the district. Gwinnett County Public Schools snagged the Broad Prize for Urban Education, an award the Eli and Edythe Broad Foundation gives annually to urban districts that show the most gains in student performance and closing minority achievement gaps. It’s the second year in a row the 150,000-student district was nominated for the prize. The district is 28% black and 25% Hispanic , with about half of students qualifying for free or reduced lunch. But last year in reading and math, Gwinnett County schools outperformed all other Georgia districts serving students with similar family incomes. The district has among the state’s smallest achievement gaps between black and white students at all grades in math, and the district narrowed that gap for middle school math by 8 percentage points between 2006 and 2009. In the same time period, the rate of black students taking the SAT college entrance exam rose 9 percentage points. Ninety-nine percent of the district’s schools met federal benchmarks in 2009, compared with 86% of schools statewide, and the superintendent has been in office nearly 15 years, providing consistency at the helm of the large district. Gwinnett County beat out Charlotte-Mecklenburg Schools in North Carolina, Montgomery County Public Schools in Maryland, and Socorro Independent School District and Ysleta Independent School District in El Paso. Though Gwinnett County is in suburban Atlanta, the district meets the criteria for the Broad Prize because it has a high percentage of minority and low-income students. The prize, created in 2002 by the Eli and Edythe Broad Foundation in Los Angeles, is the nation’s largest education award given to school districts. It is designed to reward schools for increasing graduation rates, improving low-income students’ performance, and reducing differences in achievement rates between minority and white students. Winners are chosen from the country’s 100 largest school systems serving a large percentage of low-income and minority students. The prize money goes to college scholarships for students from each district. Runners-up win $250,000 for scholarships. The Aldine Independent School District near Houston won last year. Yale fraternity under fire for alleged misogyny

NEW HAVEN, Conn. (AP) — National leaders of a fraternity accused of directing Yale University pledges to chant obscenities against women as they marched through campus have scheduled a meeting with the Ivy League school’s chapter. Delta Kappa Epsilon International Fraternity says its director will visit New Haven this weekend to discuss the incident, which it condemned as “deeply offensive.” It also ordered the Yale chapter to stop pledge activities. Some students and the Yale Women’s Center board complained after pledges were videotaped last week, chanting about necrophilia and a specific sexual act. More youths with mental disabilities going to college

WARRENSBURG, Mo. (AP) — Zach Neff is all high-fives as he walks through his college campus in western Missouri. The 27-year-old with Down syndrome hugs most everybody, repeatedly. He tells teachers he loves them. “I told Zach we are putting him on a hug diet — one to say hello and one to say goodbye,” said Joyce Downing, who helped start a new program at the University of Central Missouri that serves students with disabilities. The hope is that polishing up on social skills, like cutting back on the hugs, living in residence halls and going to classes with non-disabled classmates will help students like Neff be more independent and get better jobs. In years past, college life was largely off-limits for students with such disabilities, but that’s no longer the case. Students with Down syndrome, autism and other conditions that can result in intellectual disabilities are leaving high school more academically prepared than ever and ready for the next step: college. Eight years ago, disability advocates were able to find only four programs on university campuses that allowed students with intellectual disabilities to experience college life with extra help from mentors and tutors. As of last year, there were more than 250 spread across more than three dozen states and two Canadian provinces, said Debra Hart, head of Think College at the Institute for Community Inclusion at the University of Massachusetts Boston, which provides services to people with disabilities. That growth is partly because of an increasing demand for higher education for these students and there are new federal funds for such programs. The federal rules that took effect this fall allow students with intellectual disabilities to receive grants and work-study money. Because details on the rules are still being worked out, the earliest students could have the money is next year. Hart and others expect the funds to prompt the creation of even more programs. “There is a whole generation of young people who have grown up under the Individuals with Disabilities Education Act, and the Americans with Disabilities Act, and to them it (college) is the logical next step,” Hart said. The college programs for these students vary. Generally the aim is to support the students as they take regular classes with non-disabled students. Professors sometimes are advised to modify the integrated classes by doing things like shifting away from a format that relies entirely on lectures and adding more projects in which students can work in groups. One program in Idaho offers classes in drama, art and sign language. Students on other campuses can improve their computer skills or take child development classes. Sometimes they’re paired with non-disabled students and advocates say the educational coaches, mentors and tutors who help them often are studying to become special education teachers or social workers and learn from the experience too. Disability advocates say only a small percentage of these students will receive degrees, but that the programs help them get better jobs. Historically, adults with intellectual disabilities have been restricted primarily to jobs in fast food restaurants, cleaning or in so-called “sheltered workshops,” where they work alongside other disabled people and often earn below-minimum wages, said Madeleine Will, vice president of the National Down Syndrome Society. With additional training, Hart said participants can go on to do everything from being a librarian’s assistants to data-entry work in an office. Much remains to be learned about what type of program works best, but Hart said that will likely change. Besides allowing for federal financial aid for these programs, Congress also has appropriated $10.56 million to develop 27 model projects to identify successful approaches. The infusion of federal money has generated some criticism. Conservative commentator Charlotte Allen said it’s a waste to spend federal tax dollars on the programs and insisted that calling them college dilutes the meaning of college. “It’s a kind of fantasy,” said Allen, a contributing editor for Minding the Campus , a publication of the fiscally conservative Manhattan Institute . “It may make intellectually disabled people feel better, but is that what college is supposed to be all about?” Oftentimes students with these disabilities stop their formal education when they finish high school, which is usually around the age of 21. Some districts have a partnership with colleges under which the district pays for their 18- to 21-year-old students to take higher education classes. In other cases, college costs are paid for by the parents. Their children previously haven’t been eligible for grants and work study money because they generally weren’t seeking a degree and wouldn’t have been admitted to college through the typical process. These programs look “at higher education for what it’s purpose in our community and our culture is — to provide opportunities for learning,” said Meg Grigal, a researcher who works with Hart. Back at the University of Central Missouri, Neff and another participant in the program for students with developmental issues, Gabe Savage, laugh with friends during lunch in their residence hall cafeteria. Savage, a 26-year-old from Kansas City, is grateful for it all — new friends, the chance to try out for a school play, brush up on his computer skills and even take a bowling class with non-disabled students looking to earn a physical education credit. “It’s an answer to my prayer that I am here,” he said. “I always wanted to do this.” Copyright 2010 The Associated Press. For-profit college stocks tumble

NEW YORK (AP) — Investors fled for-profit college stocks on Thursday after the sector’s bellwether predicted a 40-percent drop in student enrollment next quarter and withdrew its forecast for next year. The news chilled an industry facing increased government scrutiny over concerns about soaring student loan defaults. Enrollments at for-profit schools surged during the recession. Big advertising budgets drew students trying to bolster their resumes as a hedge against high unemployment. But critics claim the schools are not helping students find better jobs and say enrollment counselors sign up many students who are unprepared for higher education. When they drop out, they are still stuck paying back their student loans. CLOSER LOOK: For-profit colleges under fire over value, accreditation Apollo Group Inc ., which runs the University of Phoenix , attributes its expected enrollment decline to changing practices aimed at satisfying new government regulations. Apollo will no longer pay its counselors bonuses based on how many students they enroll. It also will provide new students with a free three-week trial program to see if they are ready for school, weeding out those at risk of leaving school before earning degrees. Meanwhile, the industry is facing a proposed new rule from the Department of Education that could limit schools’ access to federal financial aid — the bulk of their revenue — if graduates’ debt levels are too high or too few students repay loans. And, many schools are close to maxing out how much revenue they can receive from federal financial aid resources. Federal regulations cap that amount at 90%. The industry averages 83%, largely because they focus on recruiting lower-income students who qualify for federal Pell Grants . “Now, they have to slow down enrollment and be less active in targeting these students. They have to go back to the more traditional students who are working adults,” said Matt Snowling, an analyst at FBR Capital Markets. In afternoon trading, shares of Apollo tumbled $12.64, or 26%, to $36.86. The rest of the sector followed suit. Education Management Corp. shares lost $2.70, or 20%, to $10.57. DeVry Inc . fell $8.67, or 17%, to $41.90; Corinthian Colleges Inc . decreased $1.16, or 19%, to $4.86; ITT Educational Services Inc. dropped $10.58, or 16%, to $55.34; Career Education fell $3.29, or 16%, to $16.898; Strayer Education Inc. declined $21.21, or 14%, to $135.84. Obama urges Congress to make college tax credit permanent

WASHINGTON (AP) — President Barack Obama is calling on Congress to make permanent a $2,500 college tuition tax credit that’s set to expire at the end of the year. The American Opportunity Tax Credit was included in the $814 billion economic stimulus bill Obama signed last year. He had proposed making the tax credit permanent in his 2011 budget proposal, but Congress has not acted on his request. College dropouts cost taxpayers billions, report says

Dropping out of college after a year can mean lost time, burdensome debt and an uncertain future for students. Now there’s an estimate of what it costs taxpayers. And it runs in the billions. States appropriated almost $6.2 billion for four-year colleges and universities between 2003 and 2008 to help pay for the education of students who did not return for year two, a report released Monday says. In addition, the federal government spent $1.5 billion and states spent $1.4 billion on grants for students who didn’t start their sophomore years, according to “Finishing the First Lap: The Cost of First-Year Student Attrition in America’s Four-Year Colleges and Universities.” The report takes into account spending on average per-student state appropriations, state grants and federal grants, such as Pell grants for low-income students, then reaches its cost conclusions based on student retention rates. The dollar figures, based on government data and gathered by the non-profit American Institutes for Research, are meant to put an economic exclamation point on the argument that college completion rates need improvement. But the findings also could give ammunition to critics who say too many students are attending four-year schools — and that pushing them to finish wastes even more taxpayer money. The Obama administration, private foundations and others are driving a shift from focusing mostly on making college more accessible to getting more students through with a diploma or certificate. Mark Schneider, a vice president at the American Institutes for Research and former commissioner of the Education Department’s National Center for Education Statistics, said the report’s goal is to spotlight the costs of losing students after year one, the most common exit door in college. “We’re all about college completion right now, and I agree 100% with the college completion agenda and we need a better-educated adult population and workforce,” Schneider said. The cost of educating students who drop out after one year account for between 2% to 8% of states’ total higher education appropriations, Schneider said. He said the report emphasizes state spending because states provide most higher education money and hold the most regulatory sway over institutions and can drive change. Ohio, for example, has moved toward using course and degree completion rates in determining how much money goes to its public colleges and universities instead of solely using enrollment figures. “We recognize an institution is not going to be perfect on graduation and completion rates,” said Eric Fingerhut, chancellor of the Ohio Board of Regents. “But at the same time, we know they can do better than they’re doing. And if you place the financial rewards around completion, then you will motivate that.” The AIR report draws from Department of Education data, which Schneider concedes does not provide a full picture. The figures track whether new full-time students at 1,521 public and private colleges and universities return for year two at the same institution. It doesn’t include part-timers, transfers or students who come back later and graduate. The actual cost to taxpayers may run two to three times higher given those factors and others, including the societal cost of income lost during dropouts’ year in college, said Richard Vedder, an Ohio University economics professor. And tying state appropriations to student performance could just cause colleges to lower their standards, he said. Robert Lerman, an American University economics professor who, like Vedder, questions promoting college for all, said the report fleshes out the reality of high dropout rates. But he said it could just as easily be used to argue that less-prepared, less-motivated students are better off not going to college. “Getting them to go a second year might waste even more money,” Lerman said. “Who knows?” Copyright 2010 The Associated Press.
